                     New Zealand Division liberates Le Quesnoy

By early November 1918 Germany stood alone against the Allies and revolution was breaking out behind the lines. But the German army was still resisting on the Western Front, and the New Zealanders’ capture of the walled northern French town of Le Quesnoy was a bold feat of arms. 

The New Zealand artillery could not bombard Le Quesnoy heavily because of the number of civilians in the town. General Andrew Russell decided to encircle it and hope the garrison would surrender. By midday the forward troops were well past the town and enemy fire from the ramparts had been suppressed. However, the Germans inside Le Quesnoy were not inclined to surrender.

At about 4 p.m. the 4th Rifle Battalion managed to place a 9-m ladder against the town’s wall, and Second Lieutenant Leslie Averill was first to scale the ramparts. About 4.30 p.m., the 2nd Rifles began entering the town through the Valenciennes Gate, and the garrison soon surrendered. Nearly 2000 prisoners and 60 field guns were captured in the Division’s last major action of the war.

Rhonda introduce Janine who is a City Planner for Tauranga City Council
 
Since Janine last spoke to the club they have had a huge year with changes from the government around Plan Changes 26 and 33. These changes  to housing density are the most significant changes from government that councils have seen in a long time.  With the desired goal and a need for more housing and more choice. There is also a need for more/better urban design control which will apply to medium density housing and greater height in key areas.
 
Janine then showed the club a planning density map of the city with the new rules. So the new rules enable landowners to have up to 3 dwellings on a section without consent, so long as they are 3 stories high with a pitched roof. With this the council considers over-shadowing rules and landscape size.
 
For dwellings with 4 or more dwellings the council requires consent, and can place controls around design and social infrastructure. The council’s infrastructure modeling shows that the networks have enough capacity for this growth for the larger pipes, although smaller pipes they are less certain.
 
Tauranga City Center and along Devonport road will be able to go 8 stories high, and centers like Bethlehem up to six, with smaller hubs being able to go up to 4 stories high. Note that this doesn’t change restrictive covenants in areas like Bethlehem and Papamoa. Also corridors like the airport approaches will remain the same. Plus you will still need the usual building consents etc. for the new plan. The council wants to see good design and outcomes for intensification to work.

Glenys : ROMAC patient Vinna Sapa
Vinna is returning to NZ to have the plate out of her leg … the final part of her journey back to good health.
The circumstances of the team that looked after her previously have changed significantly and  as a result she will largely be based with Glenys here in Tauranga.
As Glenys works full time it would helpful if there were any Rotarians that could host her and her mother Korina for a day’s outing at times during her stay. Her surgery is scheduled for November 8 … all going well that would be from the week of November 15th.
Also Glenys has a work appointment in Auckland November 24 … if anybody can help that day.
